Air Vent

We used to have damp in one of our bedrooms that turned out to be a vent in the chimney behind some built in wardrobes. The wardrobes have been replaced with free standing and the vent blocked. I should say we had two blocked off fireplaces without vents in a previous property and never had any damp at all. To err on the side of caution though, and as it’s an easy job I’m thinking of fitting a vent on the outside of the chimney. I was planning on drilling some 1/2” holes angled upwards about 2’ off the ground and covering with a plastic screen. Looking at the outside though there’s a metal plate about 10” square about 5’ from the floor. Drilling this would be much easier but is it a bit high to provide adequate ventilation of the chimney?
