We buy small quantities of solvents at work fairly regularly, and for the small quantities we need we have found buying single litre bottles from chemical merchants' outlets on eBay is easier and cheaper than attempting to set up an account with the merchant directly.
Edit: With your talk of permit application, I assume you're looking for I(ndustrial)DA rather than C(ompletely)DA? In which case, the eBay search might turn up a list of suppliers worth a phone call, as I doubt you'd be able to buy IDA on eBay!

Denatured alcohol is Industrial Methylated spirits. You can get it from B&Q. No need for a permit. Customs and Excise are only interested in Absolute (100%) ethanol as it’s quaffable.

Without wanting to argue with someone with "chemist" in their name, I'm pretty sure this isn't the case - anybody can buy Completely Denatured Alcohol (CDA) which is ethanol + 2.8% isopropyl alcohol + 2.8% methyl ethyl ketone + denatonium benzoate as a bitterant. This is what's sold as the colloquial Methylated Spirit and may or may not be purple as of 2013.
This is the only class of denatured alcohol allowed to be sold/used as a fuel.
There are then two further classes of denatured alcohol - Industrial Denatured Alcohol (IDA), which is ethanol + 5% "wood naphtha or substitute" (methanol is specifically called out as not identical to legally defined wood naphtha and not a direct subsitute in law), and Trade Specific Denatured Alcohol (TSDA) which are formulations approved for specific uses only, generally all of greater ethanol content by volume, and often including denatonium benzoate as a bitterant to prevent consumption.
Both of these second classes of denatured alcohol require a permit to buy, in any quantity - although not to receive as a free sample to judge suitabilty for a purpose...
Use of IDA as a hobbyist is also expressly permitted in law, where the technical or trade literature of the process in question calls for it.
