My bad...it's a rasp. It fitted exactly the rebate on my handrail and was great for roughing out being the exact width.

Can I ask what the resulting finish is?

For me, that looks( and according to RogerS, the OP), performs as a float.

A well sharpened float can produce an excellent, very fine and flat finish both directions, with and across the grain..... but are expensive to buy (new) and an involvement to fettle and keep sharp. But it can get into some obscure places that challenge a lot of other tools.......
