When you say dry do you mean that there is no gunk running the length of the ridge where the ridge tile meets the roof slates? Seems to my uninformed and uneducated eye that there is not much over lap there and hence wind blown rain may be a possible cause.

Hopefully there would be a file on it at the local council offices?
They certainly know about it as I've been paying higher rates and subsequently council tax on the higher valuation.

You should not get extra council tax. Any changes to banding is now done when you sell/purchase unless that is they ever get round to the nationwide banding review. Indeed, I can't see the council missing a chance to up the tax...I wonder if ours will go up as, I'm sure it's upped the value of the property a little...maybe?
Not sure if the certificates are a new thing, and you're right they'll all be on a system somewhere for a conveyancer come sell time...even tho they'll possibly ask for them!
I suppose it's just to confirm to me it's all logged and I don't need to do anything else...an expensive bit of paper tho... £160 registration + £360 inspection fees, easy to overlook these costs when one's dreaming up a project :? ...
....there's also £172 for Planning Permission and £400 Structural Calcs.
£1092 before breaking earth!!!! ...and still before architectural fees!
